Flash Media Server, Flash Media Server VOD service not functioning

In My Flash MEdia Server application
the URL string "rtmp://localhost/vod/media/sample.flv" - not working
instead
C:\Program Files\Adobe\Flash Media Server 3\applications\vod\media\sample.flv

where as

VOD_DIR = C:\Program Files\Adobe\Flash Media Server 3\applications\vod\media

and Flash MEdia Server is installed in C:\Program Files\Adobe\Flash Media Server 3

The problem is rtmp://localhost is not recognized in my application

Any one can help me?
