This seems a bit vague. Are you looking for ideas on what kind of site to develop?

Or are you looking for information on HOW to develop a site?

If you want to make your own website, we can't tell you what to make thats something you are going to have to come up with one your own.

Sounds like this is an assignment? Since it "MUST BE" useful and informal?

I am also in the same boat . I am beginner to web Devlopment & I am trying to learn framework,j2ee,xml.... can you please give me any idea to create a Web App which will help me to learn ?

Chat apps are a pretty good way to learn. Another idea is to make some sort of front end that interacts with a large database.. ie

Here is a list of public data sources: http://www.bized.co.uk/dataserv/freedata.htm

Pick a certain set of data you want to work with (Country name, and geographic coordinates from CIA factbook)

Then figure out how to make an application to easily view and manipulate that data.
In this example, you could maybe use google maps api, or plot the coordinates to a world map
