what do you mean?

you want to do this with code batch run a program or just the ability to do it in photoshop real quickly?

I believe that you can add a bottom layer layer and set the opacity to the look you want and make the bottom watermark layer part of the document. If you want the mark on all of your documents, then maybe make a template with the first layer the watermark layer in the template.
