If i'm right to assume (yes...i know what assumptions can do) that it's simply a paper on how to visually simulate clouds in graphics...well...shoot...15 pages seems like a LOT needed to fill all of it. Here is how I make my cloud graphics, and they look REALLY good. Go to www.pureaircomfortsystems.com/test1 to see a sample of it in flash (was not made in flash, but rather used fireworks to create it).
Here is how i do mine.
1.) Open fireworks
2.) make whatever sized page i want
3.) using the vector path brush to draw fluffy outlines (just rounded, odd shaped outlines...like a bumpy circle) or just a circle will do
4.) change the filler from none to having it be a linear gradient from white to light grey.
5.) change the outline color to nofill
6.) Filter > Alien Skin Splat (edges)
7.) Settings - Whatever spreads it around nicely
8.) after that, then apply a guassian blur (Filter > Blur > Gaussian Blur) and put it around 6
9.) Depending on your settings you'll either have a simple cloud, or if you have a "wisp" of cloud, you can copy and paste the wisp on top of each other until it's the shape/consistency that you want it, then group it.

Enjoy the clouds.

You've probably already written your paper but I just did a similar experiment using photoshop and loaded the results into a texture swatch. I used different filters for dispersion such as film grain, underpainting, ect. That's a really neat idea fo layers but doesnt work so well as a texture.

Anyway I have a paper that I wrote that sort of deals with the issue of cloud dispersion if you'd be interested in reading it.
