Last year I had a website for which i used these ways:
1) Use meta tags
2) Submit to search engines
3) Use lot of words in your website for which you want your website to be at top
Sometimes due to exact match your website can be the first result and that may go off once they update their database which is done regularly after some days.
Before I sold my Toledo Explorer website I had a PR5 - PR3, and various others on various pages. Then i stripped it of fuinctionality and it is dying off due to the new owners not touching it and basically leaving it a static page. However I also worked for an SEO company in 2000 - back when GO, and DMOZ were meaningful.
One thing I learned through many trials and tribulations are Meta Tags - are not as meaningful anymore. Alot of algorithms look at the <h1> tags in ascending order so if you put relevant content inside those tags it will also help boost PR. Link exchanges with relevant sites and sites with greater page rank build credibility as well. However google is so flawed, many SEO companies saturate the engines with domains like battery-wholesale-laptops.com etc... and it hurts the companies that can provide more relevant content.
Also stay away from those mass submission sites where they will send your link to every search engine and their mother. Those actually hurt you. The engines will pick up your site.
