There is no "requirement", just get some other sites to link to you. Write some good content that people will want to naturally link to. And during the next update, you may or may not have some PR.

It's BS, theres a lot of ranting going on in the PPP community, not a whole lot you can do except delete all of the paid posts (or at least the links) and hope Google will forgive you in their next rounds.

Or you can continue and not worry about the page rank. If your traffic doesn't come from search engines, then don't worry about it. Sometimes easier said than done.
